From Humble Beginnings to Modern Leadership

The District Bar Association Sialkot, also known as the Allama Iqbal Bar, was founded under the provisions of the Legal Practitioners and Bar Councils Act of 1973, and operates in accordance with the Bar Association Rules of Business (also referred to as the Memorandum of Association). Its establishment marks the commitment to strengthening the legal profession and ensuring a robust mechanism for upholding justice.

As a regional bar association, DBA Sialkot is under the jurisdiction of the Punjab Bar Council, which operates under the overarching supervision of the Pakistan Bar Council. This structure ensures that the association functions within the legal and ethical framework governing the legal fraternity in Pakistan.

DBA Sialkot boasts a rich legacy and an evolving infrastructure that supports its members. The association comprises seven blocks, each marking a significant milestone in its development

Message from the Honorable President

Being elected as President of the District Bar Association Sialkot in 2025 for an institution that holds a distinguished reputation across Pakistan due to its traditions, integrity, and professional stature is a great honour. This trust was accepted with gratitude and a strong commitment to enhance the dignity of the Bar, strengthen professional standards, and serve its members with sincerity and dedication alongside the entire team.

Professional Development of Lawyers

Two Bar Vocational Course sessions were organised annually for law graduates, with participation from honorable judges and senior lawyers possessing outstanding professional careers. These initiatives aimed to strengthen legal education, mentorship, and professional preparedness among young lawyers.

A wide range of programs were organised, including Seerat-un-Nabi (PBUH) seminars, lectures on Khatm-e-Nabuwwat, Mehfil-e-Samaa, Mushaira, Art & Culture Exhibition, Cricket Tournament, Snooker Tournament, and a Women Lawyers Sports Gala, promoting intellectual, spiritual, cultural, and physical engagement within the Bar community.

The Bar Library was digitised through QR-code based cataloguing of books. The official Bar website was launched to document activities and enhance accessibility of institutional information.

Major improvements were completed across court facilities, including enhanced cleanliness arrangements, renovation of washrooms in Javed Mehdi, Khawaja Sharif, Mehboob Qadir, Nawaz Sulehria and Sohaib Rumi blocks, establishment of a renovated dispensary and laboratory, and refurbishment of Arshad Mahmood Baggu Lounge with new furniture, air-conditioning, and LED installations.

Effective coordination at the governmental level resulted in the acquisition of a grant for the Bar Association, enabling the renovation of Allama Muhammad Iqbal Bar Hall, the President and Secretary Offices, and the completion of projects such as the Arshad Baggu Lounge for young lawyers. Transparent financial management and improved administrative planning led to a record increase in annual income, reinforcing institutional trust and accountability.

A Bar Room was established for lawyers at District Courts. Allama Iqbal Bar Hall was renovated, and two new electrical transformers were installed to resolve power issues. Sewerage pipelines were laid in various lanes to eliminate drainage problems, and a water filtration plant was installed within the court premises.

The court room at District Jail Sialkot was renovated with modern furniture. With the cooperation of Bar Member Chaudhry Asif Hussain, a new and elegant main entrance gate was constructed at the Bar entrance and named Bab-e-Iqbal.

A permanent committee consisting of three former Presidents and two former Secretaries was approved by the General House to handle lawyers’ personal criminal and civil matters. The committee will rotate automatically each year, and its recommendations will be binding on the President and Secretary for implementation.

The project for a Women Lawyers Bar Room at District Courts Sialkot was approved by the Punjab Government, its foundation stone was laid, and the tender process initiated. This will soon provide women lawyers with a modern and dignified Bar Room facility.

On the request of Sialkot Bar, an FIA Police Station was established and is now fully functional. Furthermore, the Ministry of Law has initiated the process for establishing an FIA Court in Sialkot.

Based on Bar membership strength, the seat of Senior Vice President was approved through the General House. Similarly, the Vice President seat was reserved for women lawyers to ensure mandatory female representation. In the 2026 elections, the Vice President seat was elected unopposed by a woman lawyer, while elections are being held for the Senior Vice President seat.

All progress achieved during the tenure reflects collective leadership and cooperation, with full support from the Secretary, Vice Presidents, Joint Secretary, office bearers, and members of the Executive Committee.

The journey of strengthening the Bar, empowering lawyers, improving institutions, and protecting professional dignity remains an ongoing commitment to be carried forward with unity, transparency, and dedication.

Institutional Vision & Governance

The primary focus throughout the year remained on strengthening the District Bar Association Sialkot as a dignified, organised, and effective institution. Alongside addressing the professional concerns of lawyers, consistent efforts were made to contribute positively to the justice system, promote institutional reforms, and uphold constitutional governance through continuous engagement with the judiciary, administration, and relevant government departments.

Dedicated and outcome-oriented efforts toward the enforcement of law and timely justice led to meaningful progress in the establishment and effective functioning of the FIA Police Station, Special FIA Court, Appellate Tribunal Inland Revenue, and Customs Tribunal Pakistan in Sialkot, providing significant facilitation for both lawyers and litigants.

To support training and mentorship, two formal sessions of the Bar Vocational Course were conducted under the supervision of senior lawyers and honorable judges. These initiatives were complemented by practical measures such as the establishment of a Bar Room at the Sessions Court, improvements to court infrastructure, resolution of electricity-related issues, and timely online access to daily cause lists for revenue courts.

Ensuring dignified and effective participation of women lawyers remained a priority. A reserved Vice President seat for women was introduced under the principle of balanced representation, followed by the transparent distribution of 20 electric scooters. Additionally, the establishment of a modern Ladies Bar Room and a Day Care Centre within the Sessions Complex provided a safer, more supportive professional environment.

The Bar Library was modernised with a complete digital catalogue, QR-code system, and the launch of the official Bar website for the first time in its history. The website documents Bar activities, events, and representative profiles. Member welfare initiatives also included the renovation of the Bar dispensary and the establishment of a laboratory collection centre.

A variety of programs addressing national and international issues were organised to encourage intellectual discourse. Cultural and spiritual initiatives—including a six-day Art and Culture Exhibition, Mushaira, Mehfil-e-Samaa, Islamic lectures, and the Khatm-e-Nabuwwat Conference—were held to strengthen cultural identity and community cohesion.

For the first time in the history of the District Bar Association, an international recreational tour was organised for members. Additionally, a four-day welfare and recreational tour to the northern areas was successfully conducted for both male and female lawyers, receiving widespread appreciation and participation.

All achievements during the term reflect collective leadership, unity, and mutual trust. The commitment to strengthening the Bar, ensuring the welfare of lawyers, and upholding the supremacy of law and justice remains ongoing and will continue to be pursued with sincerity, integrity, and resolve.
