Step-by-Step Enrollment Process
A Clear Path to Your Legal Career
To practice law in Pakistan, candidates must fulfill specific legal requirements as outlined in the Legal Practitioners and Bar Councils Act, 1973. Below are the key steps:
1. Meet the Eligibility Criteria
Section 26 of the Legal Practitioners & Bar Councils Act, 1973
To be eligible for enrollment as an advocate, you must:
- Be a citizen of Pakistan or Azad Jammu & Kashmir.
- Be at least 21 years old.
- Hold a recognized law degree (LL.B or Bar-at-Law) from a university accredited by the Pakistan Bar Council.
2. Complete Required Training
Section 27 of the Legal Practitioners & Bar Councils Act, 1973
- Undergo six months of chamber training under a senior advocate with at least 10 years of experience.
- Gain practical experience in legal drafting, case filing, and courtroom procedures.
3. Pass the LAW GAT Examination
Section 26A of the Legal Practitioners & Bar Councils Act, 1973
- Successfully clear the Law Graduate Assessment Test (LAW GAT) with a minimum of 50% marks.
- Candidates have a maximum of five attempts to pass the exam.
4. Appear for the Viva Voce Examination
Section 28 of the Legal Practitioners & Bar Councils Act, 1973
- After passing the LAW GAT, candidates must appear for an oral examination (Viva Voce) conducted by the Punjab Bar Council.
5. Submit Your Application
Section 29 of the Legal Practitioners & Bar Councils Act, 1973
- Submit a complete application to the Punjab Bar Council along with:
- LAW GAT result
- Training certificate
- Character verification documents
- Prescribed enrollment fee
- Upon approval, you will be granted an advocate license, allowing you to practice law in Pakistan.
Exemptions & Special Cases
Who Qualifies for an Exemption?
Section 30 of the Legal Practitioners & Bar Councils Act, 1973
Certain candidates are exempted from specific requirements:
• LL.M or Bar-at-Law Graduates: Exempt from chamber training.
• Judicial Officers (with at least 4 years of experience): Eligible for direct enrollment.
• Foreign Practicing Advocates (at least 1 year experience): Can apply for local enrollment with verified proof of experience.
High Court Enrollment

To qualify for Advocate of the High Court, you must:
• Have at least 2 years of practice in subordinate courts.
• Apply with the Punjab Bar Council and High Court enrollment fee.
• In special cases, exemptions can be granted based on experience and merit.
Disqualifications & Restrictions
Know the Conditions That May Affect Your Enrollment
Section 32 of the Legal Practitioners & Bar Councils Act, 1973
Candidates are disqualified from enrollment if they:
• Have been dismissed from a government service.
• Have been convicted of an offense involving moral turpitude, unless 5 years have passed since conviction.
• Have been declared a tout, and the declaration has not been rescinded.
